· ABC materials are allowed to enter for the private sector according to the GRM, however in very small quantities until now. The figures show that the import of ABC materials has not improved. Indeed, construction material import in November was slightly lower than in October 2014. It also constituted 13% of the July 2013 level, which represents less than 30% of the materials normally imported before the blockade.
· The Qatari infrastructure projects started to receive materials such as base coarse aggregates and bitumen which are not part of ABC materials as in the GRM, however competing for the limited capacity of the crossing with the materials for housing repair, potentially delaying the entry of repair materials.
· 481 trucks for Qatari projects were allowed in, and only 43 trucks for private sector GRM (11 times more)
· There is no coordination between different parties regarding approved lists of beneficiaries to receive slips of materials, whether they have already received financial assistance for repairs or if they have been scheduled to receive it.
· The Ministry of Public Work and Housing have not received access to quantities of materials and only approved vendors have this access. This makes it difficult for the ministry to inform people about the quantities they are entitled to, and fails to provide a means of follow up to check if people receive the correct quantities or not.
