Overview of SRP Process, boundaries, HPC timeline

·         OCHA has organized the SRP workshops for the 2015 planning cycle. Two workshops at the national level in Ramallah and a one workshop in Gaza were held. During the Gaza workshop on 21st October 2014, there was a review of June Strategic Objectives and feedback in light of recent war in addition to the agreement on planning assumptions for Gaza 2015 as part of the HPC 2015.

·         As a result of these workshops 6 strategic objectives were identified and agreed for the Opt. and the shelter SRP logframe was drafted for your revision based on these objectives.

·         The timeline for HPC process very strict. The uploading of the HPC proposals online has started, and the deadline is 12th Nov.

·         All partners are highly encouraged to upload their project proposals using their access details on OCHA website.

 

 

Vulnerability and prioritization briefing by Ms Claire Whelan from protection cluster

During the last shelter cluster meeting, the Protection Cluster colleagues Chris Watkins and Claire Whelan raised the issue of vulnerability and prioritization and they committed to provide a guidance doc. The Protection Cluster has been working on producing an easy to read 2 page document specifically for the shelter cluster.

An introduction of the draft factsheets on protection and vulnerability in shelter response was given.   It is an initial draft prepared upon request from shelter cluster partners to receive guidance on how you in a practical manner can address protection concerns and vulnerability in your humanitarian response. Before finalizing this draft, any feedback/ comments/ suggestions from shelter partners are welcome. Please contact Claire Whelan [whelan1@un.org / Tel: +972 59.288.98.83].

 

Shelter/NFI SRP logframe group discussions/comments

The group approved the SRP logframe, which was circulated before the meeting. The following were the comments/ clarification requests from the group:

1-      Improve collective centres to international standards: a comment on the role of shelter cluster to enforce commitment to the standards. It was clarified that the shelter cluster has no authority in this regard. We can adopt standards, share with partners, and with the government/municipality counter parts. And it is their role to enforce commitment to these standards.

2-      Facilitate access to construction materials inside Gaza: A question was raised if there is a real role of shelter partner INGO’s in this regard, and who can have other than UNRWA/ UNDP?

3-      Mention cash assistance/ rental subsidies in the potential activities.

4-      Expand the available habitable housing stock: owners are supported to undertake their own repairs ( replace with finishing works).

Partners preferences in applying proposals for HPC

All partners are encouraged to apply for HPC, making sure to coordinate with other partners to avoid duplications or overlapping at certain localities before uploading the projects.

 

Selection of Vetting Panel

The following partners are interested to be included in the vetting panel:

UNRWA, UNDP, UNHABITAT, PU-AMI, SIFpal, SCI, PHC,CHF, and NRC.

 

NRC contact MPWH and MoSA to investigate their readiness or willing to participate in the vetting panel.

Discuss the vetting criteria for HPC proposals

The vetting guidelines were approved by the members and they requested it to be shared with them.

 

NRC to circulate the vetting guidelines to shelter partners.

AOB

A request from UNDP to get updates from MPWH about the current situation of prefab units donated or expected to get into Gaza, and if there is still a need to be included in the SRP logframe.

 

NRC to contact MPWH and get feedback from them
